Its quietly "in progress". A version of the design that is similar to the post you mention (with feedback incorporated), is being translated to html/css and content is being marshalled.
There is an unofficial goal to get something in place by OSCON (Aug 1), but that may not happen. Remember the people doing this in the spare time, outside of their day jobs and other open source work.
