Yup. It seems a quiet list.

Mind on a Mission

at one time there was a connection to the ruby forum website, so we were actively involved in conversations going on there. I want to say about a year ago, that connection between the two was broken, so there is now this list (very quiet most of the time) and a very active web site.

https://www.ruby-forum.com/forum/ruby

If you're looking for a very active site, then check out ruby-forum.

I was under the impression (due to the increased number of messages
lately plus the message from bruka in the thread "RE: How to run a
Ruby on Rails Project Locally on Windows7") that the gateway was
active again. But now I'm wondering if maybe there wasn't any
restoration of the gateway, and the OP of that thread simply posted
the same question on both venues.

Ruby - Ruby-Forum

If you're looking for a very active site, then check out ruby-forum.

This massive thread covers this issue, and proposals to move to a new
architecture. No resolution as far as I can tell.

AFAIK messages from the mailing list do get listed in the forum - there is
a little envelope icon that says received via mailing list. (e.g.:
https://www.ruby-forum.com/topic/6360521\)

Things posted directly in the forum DO NOT get sent to the mailing list.
The reason for disabling that I believe was spam.

However it doesn't always work. There are plenty of things that circulate
in the mailing list that never make it to the forum. Theoretically, the
mail server matches things by subject, so if you send an email with the
same subject as a forum thread, it should post to that forum thread (in
addition to mailing list). This doesn't work consistently.

I am of the firm opinion that the 'web' interface needs to be integrated
with the 'email' interface. That is good for the community and for
newcomers. I don't understand why we are not able to accomplish this.
