Unlike Mailman, the software which powers ruby-talk-ctl also seems to
not accept commands in the Subject: line which would work around this
issue[1]
It's unfortunate base64-encoded email is so common these days.
(but I consider base64 less bad than HTML email).
[1] At least until some client starts encoding Subject: lines :x
