They are not using “ruby.org” for anything really. They are just offering
addresses of the form ‘name.ruby.org’. Perhaps we can get the domain and
agree to let them keep the *.ruby.org addresses they already assigned.

So, it may appear that they are not using ruby.org, but they very well may
have sold and service hundreds of email addresses based on ruby.org. That
being the case, it is unlikely that they would give up the domain.
What about using one of the newly released top-level domains like ruby.int
(int=International).
