Hosts with just Ruby?

I'm looking to host a simple, cheap, website, and since all hosts have
PHP, i'll probably end up using that.

But, are there any hosts that allow for Ruby (not Rails). I would think
that Ruby alone wouldn't cost very much. I would much rather use that
than PHP.

They do exist alright, I have seen a lot of tutorials for getting
arbitrary ruby frameworks
hosted on dreamhost/passenger etc. Can't recall any off hand, but I
think dream host are
offering solutions in that space.

Accounts at many shared hosting providers that offer Rails can also be
used for eruby and Ruby/CGI, if you want Ruby without the Rails.
Bluehost is one, for instance, and the Bluehost help system even offers
instructions on how to get eruby working so you can have use very
PHP-like embedded code for templating purposes.
