Amrita : collections not mapped to correct html element?

Why does amrita put the collection ID thusly:

instead of

A collection should map onto the

    element; each item in the collection
    should map onto the <li…> element. This would also make it easier to have
    some extraction or presentation operation on each element defined with the
  • . Thus, with a table, the collection should map onto the table itself, then each row works on one item in the collection, and each column can work on some sub-part of that one item.
