Yes. It is exactly that, but also includes a tutorial for which there are translations available. This application has undergone various iterations - the first version made by _why used a server-side Ruby with $SAFE hackery. See: TryRuby's history
Because this application is Ruby-focused, it doesn't for example display JavaScript code nor does it deal with web browser interfaces. There is another app, which shares some history with TryRuby v4 and does deal with all those things as well: Try Opal: Browser compiler and REPL
A common theme with those two apps is that both of them include the entire Opal compiler (written in Ruby, compiled with Opal to JavaScript :D) and Opal runtime - all in 334 kiB (1.77 MB uncompressed) of JS (in case of TryOpal it's larger, because the JavaScript hasn't been minified).

If you have any comments, eg. relating to grammar, you can leave them using your GitHub account (after you are logged in, you can click on a "+" next to a line you would like to comment on), or you can do it in any way you please
If you don't have this much time, it would be really helpful if you can just skim thru the text and just note if it's in your opinion helpful as a tutorial and how much more work still needs to be done.

所以整首诗被倒过来，一个字母一个字母地倒过来。不过我真的想把这些行倒过来。 That's hard to understand for. it
could be: 所以整首诗按照字母的顺序，被逐一倒置了。这显然不是我想要的。我期望按照行的顺序进行倒置，比如第一行变成最后一行。那么如下操作：
poem.lines.reverse
把最后一行移到第一行，把第一行移到最后一行。

The translation author noted that your translation included some funny phrase, but it's all fine, you both attempted to translate a joke
