I had been under the impression that only subscribers could post directly to the
mailing list, and that the spam was spilling over form the newsgroup.

It seems I was wrong on both counts; I don’t see the same spam messages on
c.l.r, and there are no restrictions on who can post to the list.

Would such restrictions be a good idea?

Definitely. There’s absolutely nothing to lose. People who post to the list
wouldn’t receive it anyway if they’re not a member - unless they send from a
different account, which is unlikely. And there’s always the newsgroup.
