I would like to know what are plans related to Tcl/Tk 8.5 release. Will
be Ruby/Tk based on this release in future?
If it will be, is possible to tell when (what Ruby versions)?

On going, but still not complete.
Ruby/Tk on ruby-1.9.0 includes partial support for Tcl/Tk8.5.
I'm sorry, but it has many bugs and falls down very easily.
There are two kinds of problems, that is, Ruby-VM support
(it is difficult) and Tcl/Tk8.5 features support.
Ruby/Tk on ruby-1.9.0 has a very strange problem.
It is "'self' in the callback procedure is changed unexpectedly".
Still I cannot find the reason of why.
If it will be, is possible to tell when (what Ruby versions)?
I'll develop on ruby-1.9 for a while, and backport to ruby-1.8.
I'm sorry but I cannot tell when. I hope it is not so far.
