Contrary to some other environments, in Ruby you will need an interpreter, to be downloaded from https://ruby-lang.org/
You will save your Ruby files with an .rb extension. You can even use Windows Notepad to do this, though it's recommended that you use something more powerful like VSCodium: https://vscodium.com/
When trying to run Ruby programs from a command line (like - a DOS prompt), you will run "ruby my_program.rb" (it means - ask the Ruby interpreter to run my_program.rb)
It is also recommended, but not required, that you use a Unix-compatible platform for you Ruby development. On a Windows platform you should read a bit about Windows Subsystem for Linux.
