Hoe is a rake/rubygems helper for project Rakefiles. It helps you
manage, maintain, and release your project and includes a dynamic
plug-in system allowing for easy extensibility. Hoe ships with
plug-ins for all your usual project tasks including rdoc generation,
testing, packaging, deployment, and announcement.

* 6 minor enhancements:

  * Added "features/problems" to description_sections array.
  * Added L=<level> option to dcov task.
  * Added description_rdoc_hack=true to force rubygems.org to use rdoc formatting.
  * Multiple description sections include the header descriptions (excluding first).
  * Redid some of the parsing in intuit_values to be cleaner.
  * Stole halostatue's extensions to Readme url parsing. Thanks!

* 3 bug fixes:

  * #missing path now raises instead of warns.
  * #parse_urls no longer raises on the old array format. Long dead.
  * Normalize GHA workflow with minitest and others.
