Does anybody else find it odd that Ruby doesn't seem to advertise when
the patch number increases? Would it be useful for me to post here when
they do, as an announcement?

no.
ruby patch numbers can and do rise WITHOUT release. Announcing that would only cause people to unknowingly install non-production releases of ruby.
