Reporting a bug how to?

I got a "Segmentation fault" with open4.rb:65 (ruby 1.9.1p378
(2010-01-10 revision 26273) [i386-darwin10])

the page given in the final note (after backtrace):

[NOTE]
You may encounter a bug of Ruby interpreter. Bug reports are welcome.
For details: http://www.ruby-lang.org/bugreport.html

gives a dead link.

then i'd like to know how to report what king of datas, where etc.
