Can't help with your problem but I am intrigued about how your Cygwin prompt looks like below. When I CD into the equivalent directory my prompt (using bash and rxvt) is
robertm@PC126 /cygdrive/c/cygwin/tmp
$
···
c:/cygwin/tmp/> rake
(in c:/cygwin/tmp)
rake aborted!
Permission denied - foo
c:/cygwin/tmp/>
As you can see from the command prompt, this is under Cygwin.
