New Gem upload - rules

Hi All,

What are all the steps/rules to be followed while uploading a new gem to
public use?

I have uploaded a new gem in rubyforge.org. But am unable to install it
through "gem install " command.

IIRC, rubyforge isn't used as a gem repository by default in newer
versions of rubygems. The rubygems.org site is used now. The front
page even has some instructions for publishing a gem:
