I just installed ruby on Ubuntu using apt-get, and it appears that mkmf.rb
Is missing. I'm trying to find a place to get the file, but I'm having a
hard time - could someone please tell me what I should do?

Ubuntu has split Ruby into many, many packages. You need the ruby-dev
package as well etc.
