I am trying to install Instant Rails, but I am having
trouble with my environment variables. Currently I can
issue the ruby command but not that rails command nor
rake command. What should my environment variables
look like? My directory is c:/InstantRails/ruby/bin

Although this would be a better fit in the Rails mailing list, hope this helps you:
In your c:\instantrails directory, there is a file called use_ruby.cmd
In a console window, navigate to c:\instantrails - run InstantRails.exe to start the servers and then run use_ruby.cmd so that the path is set correctly for calling rails, etc.

This isn't the RoR mailing list / forum; although you may get responses
here, that is where you should look first. Sorry, I love ruby, I just
don't know RoR (and this list isn't for it).
