No, qtruby4 works on other operating systems (I'm sure about linux, but I
don't know about Mac OS X). It's the gem that's only for windows. If you want
to install it on Mac, you'll have to compile it yourself, I fear. By the way,
notice that the 1.4.9 version is a bit old. A new version (2.0.3) has been
released last month.

Apparently the gem author didn't bother to release a source-only gem. Why not check the rubyforge project or homepage above.
