I have not tested it, however, I believe it should be *if* you are using a 32-bit version of ruby. I.e. make sure you download one of the 32-bit not 64-bit distributions from rubyinstaller.org. Ocra bundles the Ruby interpreter installed on your system and your script into an .exe, so as long as the interpreter on your system is 32-bit, it should be fine.
