Does anyone know/if where a central place for this exists?

I haven’t been able to find it on the standard Ruby web site.

There used to be, but it got overrun with spam. Generally, people
just post bug reports here or to the ruby-core mailing list.

I would like to suggest moving Ruby/CVS to Rubyforge (not just as a
mirror) so that we can use it to log bug reports, patches, etc.
