Is there any ruby plug-ins for Eclipse (Unix and Window)?

Yes, there is:

I have already downloaded the current version, but I did not have time
to install and try it out until now, so I cannot make any statements
about the quality of the plugin.

If someone here knows it, does refactoring work for Ruby with this
plugin? This would be really great.

I have tried an older version about a month ago. That version was merely
a text editor with no refactoring or completions (unless I’ve overlooked
something). IMHO a text editor is as good as this plugin. Otherwise I’d
recommend RDE - at least on Windows platforms.
