The web interface works in Windows (or at least it did the last time I
tried it, I don't have Windows anywhere handy to test with any more).

If you could get Ncurses-Ruby to compile in Windows (possibly under
Cygwin, although I haven't tried), then it should work the same as Unix
systems.
