Use of Tk in Ruby

I guess ./ext/tk/mkmf.log may be clue to find out what went wrong.

I'm struggling to compile ruby 2.4 on windows, and openssl ext library
has something wrong now..

Pretty certain that wasn't there when I last tried this which was in 2.0(?)

But in any case this is basically just "you need tklib.so" which was, IIRC, my problem. I don't know how to build tklib.so!
