Unfortunately this is not true all over the world -- DST is at the whim of politicians. Arizona and parts of Indiana don't observe it;

Well, yes, but I meant at which time does it take effect, with the understanding that I meant in those areas WHERE it does take effect at all. =) (And in the US)
