There is already information about reporting ruby bugs. Maybe adding
information about reporting RAA problems would be a good idea.
Something like:
When reporting problems with RAA please make sure that you send a Cc
to webmaster@ruby-lang.org.
Cc and not a separate message because that is the easiest way to
inform all ruby-talk members that the site maintainers also know
about the problem (it may e.g. result from the wrong backup having
been restored).

About the original topic, shell is imported to standard library
from ruby 1.6.*. Or, you want to use it in 1.4 or earlier?
