I've installed Rails last Feb 23 and I am following the video tutorial.
I'm stuck on the 'ruby dispatch.servlet' because the
public\dispatch.servlet
file does not exist.
Any thoughts?

On http://manuals.rubyonrails.com there are several upgrade docs which
talk about the differences between the releases. Bear in mind that the
movie has been made before rails was released half a year back. There
have been some 20 releases to rails since then, the whole movie could
be done in probably half the time now.
If you are starting out with rails i recommend to subscribe to the
rails mailing list and come to the #rubyonrails irc channel.
There are also excellent tutorials for rails like:
