I am wondering how I should be building the install.rb, what is
“expected” to be in it,

I recommend using install.rb/setup.rb for installer. See:

whether I can upload it to the RAA, or just the description (and
have to find my own host site).

Once you create tarball(tar+gz). If you have your own web space, put
it there. If not, put it into in.coming directory on
ftp.ruby-lang.org.

Finally, register URL and description to RAA.

It seems there is no document (or not discussed) describing how to
distribute your Ruby products. I’m going to write one.
