[ANN] packetgen 2.4.0 released

packetgen 2.4.0 has been released.

PacketGen provides simple ways to generate, send and capture network
packets.

Known protocols are: Ethernet, Dot11, Dot1x, ARP, IP, IPv6, GRE, ICMP,
IGMP, ICMPv6, MLD, UDP, TCP, SNMP, ESP, DNS, IKE, EAP, BOOTP, DHCP, TFTP
and HTTP.

From 2.4.0, Packetgen supports ruby 2.5.

* Add better support for IP header options
* Add support for IPv6 HopByHop extension
* Add support for new protocols: IGMP, IGMPv3, MLD and MLDv2

It should be
