[ANN] Miltonian v1.3.0 released

Miltonian 1.3.0 has been released.

Miltonian is a variant of Darkfish --RDoc's standard HTML template. Unlike Darkfish, Miltonian is red by default, moves the sidebar to the right and is centered on a narrow page.

This new relase updates the template to conform to the latest version to RDoc+ (v0.5.0) and renames the project from it's "Redfish" codename to it's new offical name "Miltonian".

Changes:

* Use FILE constant to location plugin.
* Use new partials naming convention.
* Rename project from Redfish to Miltonian.
